I recently moved to a house that has a Lafayette address, but when I tried to get a library card I was told I had to pay because my house is outside of the library tax district. I think $65 is too expensive to pay, so I will use Louisville or Boulder libraries which I since found out do not charge people no matter where they live. Will this ever change for Lafayette library in the future?

It sounds like you live in unincorporated Boulder County rather than in the City of Lafayette. You are living in an area that does not provide library service to its residents, and you are not paying taxes for a library the way city residents pay. The $65 card fee represents what the average Lafayette resident pays annually in taxes for our library, so it is a fair way to include people from unincorporated Boulder County and spread the cost of the library among everyone who uses it. The card fee will change when the Boulder County government supports library service for its unincorporated residents. If you'd like to talk further about this situation, please call Michele Seipp, Library Director, 303-665-5200 x3801. I'd be glad to explain more.
